But that is a nice theme.

That theme requires very little tweaking to get working in the threads.

The only thing I don't like is the green for the custom title. It seems like it stands out too much.

Is this like a neotheme or is it just for that forum? I'm a little confused.

It's not an official theme. This is the theme found in the Halo Reach forum. I adapted the theme as a demonstration of how v1.0.3 of the forums will apply the theme to the view pages without many tweaks. The green is completely aribitrary, I put it as a placeholder.

For some reason, it reminds me a bit of the wikis Toro auto-code changer (basically). Is it kind of like that, or am I totally out of my mind?
